DIVISION II MEETING
MARCH 18, 2010
ROLLING ROAD GOLF CLUB
The meeting was called to order at 9:20 A.M. by Director, Tom Taylor. Tom welcomed all the attendees and thanked the members from Rolling Road for all their preparation and planning of the meeting. He then made several announcements of new members of our State MISGA board including Howard Taylor, new President, and Dick Schwinger, new Treasurer.
Gary Wilmsen announced that one member from each club would receive mileage for traveling to the meeting.
SECRETARY REPORT:
Jim Strosnider had distributed minutes from the previous meeting at Hunt Valley in October. There were no additions or changes to the minutes as distributed, so a motion was made to accept the minutes as written. The motion was seconded and passed.
TREASURER REPORT:
Gary Wilmsen announced that we had a balance of $949.36 and there were no other expenditures to report.
ASSOCIATES COMMITTEE REPORT
Norbert Muench requested each club’s roster be sent to him with a cover letter and check by May 15, 2010. The roster and cover letter should be transmitted electronically, and the check can be sent by mail. Also, any changes in club leadership should be sent to the Director with copies to Norbert and the secretary of the Division by the same date.
RULES/HANDICAP COMMITTEE
Bruce Taylor distributed copies of the USGA Forum on Equipment Rulemaking. He also distributed a write-up on the only major rule change this year regarding grooves on golf clubs. This rule does not affect MISGA for 2010.
He also discussed pace of play and reminded everyone that team captains should use the equitable stroke control system.
Handicap 9 or less, double bogey is the max strokes.
Handicap 10-19 - Max strokes 7
Handicap 20-29 – Max strokes 8
Handicap 30- or more – Max strokes 9
If the equitable stroke is taken on any hole you should circle the hole on the card and it should not be used in a best ball net score.
No “gimmies” on scores that count in the two best ball scoring system.
Try to limit “side bets” to avoid players from putting out on scores that do not count.
TOURNAMENT COMMITTEE
The USGA Website has all the information about State Tournaments. Also, tournament chairman, Clarence Moody, distributed all tournament entry forms. If anyone has any questions or needs additional information about the MISGA tournament, call Clarence at 410 465-6625.
Director Tom Taylor suggested that Division II pay one half the entry fee to the State Tournament for winners of the ABCD overall tournament and the Division Two Man overall winners. Considerable discussion followed and Don Orcutt made the following motion. “I move that we subsidize the overall winners of the Division II ABCD tournament and the Division II Two Man tournament for the MISGA State tournaments. The amount to be subsidized would be determined by the Division Board of Directors. “ The motion was seconded and passed.
MISGA gram
The MISGA gram is now online. It is recommended that the MISGA gram be printed out and put on the bulletin board at each Club by the Club Representative or Asst Club Rep. Tom Taylor will notify each club rep when the MISGA gram is available.
Larry Lewis is the co-coordinator for MISGA gram information for the Division and anyone sending information for the gram should send it to Larry, and he will in turn send it to Byron Keadle to be put in the MISGA gram. This is being done to limit the number of people writing to Byron. Larry’s e-mail address is larrynkathy@centurylink.net.
OLD BUSINESS
There was a considerable amount of discussion about declining memberships at many of our Division II Clubs. Most clubs are struggling with memberships while only a couple are holding or increasing in numbers. Wakefield representatives talked about how they have increased the communication about MISGA to help draw members at their club. Piney Branch mentioned that they are allowing players with 11.2 and under to play white tees. Hunt Valley has contacted perspective new members by phone at the beginning of each season to invite them to play MISGA, and they do a follow up with members that play very infrequently.
Some clubs are increasing prize money, while others are calling younger players and encouraging them to attend away events as well as our home events.
It was discussed that there is no easy way to increase memberships and that all clubs continue their work to attract and retain their memberships as they have done in the past and discussed at previous meetings.
ROUND ROBIN
Tom Taylor stated that he had received replies from five clubs that have expressed an interest in the Division Round Robin tournament.
Those clubs are Rolling Road, Westminster National, Rattlewood, Quail Valley, and Beaver Creek. He asks that anyone else interested to send an email to him expressing their clubs interest.
Discussion was held in reference to the Round Robin and some members in attendance stated that they felt the tournament would detract from regular MISGA play. Tom stated that he felt clubs should be able to determine whether or not they wanted to participate in this play, that it was only on a trial basis at this point, and that it did not need to be an annual event if there were not enough clubs to participate. Again, this is a voluntary event and only the clubs that have indicated an interest to the Director will be involved. It was also pointed out that this format could attract younger players and increase MISGA participation.
NAME TAGS
Don Orcutt has a vendor that will make metal nametags for $2.50 each. Those interested can call Don for the name and phone number for the vendor.
NEW BUSINESS
The Division Secretary was asked to send an announcement to all clubs in the Division about the decision to subsidize the winners of the ABCD tournament and Two man tournament. The secretary will do this after the amount of subsidy is determined.
Tom Rowlett distributed a flier announcing an Inaugural MISGA Event at Musket Ridge. The event is scheduled for Tuesday, April 13 and he asks that it be posted on the Bulletin Boards at all our Division Clubs. For information visit http://mrmisga.org or call Tom at 301 473-4785.
Sparrows Point has openings for two or three more clubs at their Aug 19 guest day.
Piney Branch has openings for their Aug 5 guest day.
It was again stated that women are allowed to play in our MISGA organization and this year we have some women members. The maximum handicap for women is 40.
Piney Branch stated that anyone playing at their course in MISGA with an index of 11.2 or less can play the white tees. Players are asked to indicate which tee box they will be playing when registering for play at PB.
Holly Hills representative stated their club would have the “89” rule this year for MISGA play. Any player age 70 and over with a combined age/handicap 89 or over may play the red tees.
Leo Duncan stated that the Annual Club Report is on MISGA.Org. The report should be filled out weekly as it is easier to keep up with it that way, and it can be used to show club management the impact and value that MISGA events generate.
CLUB REPRESENTATIVE TRAINING
Dick Schwinger, Holly Hills, went over the structure of the MISGA organization at HH. He stated his duties as Rep included scheduling, confirmation letters, and sign up sheets. Asst Rep duties included collecting dues, club rosters, and annual reports. 50/50 rep handles weekly 50/50’’s.
Rattlewood has MISGA greeters at their events to help new members when they arrive. They also have prizes for closest to the pin on par 3’s.
Discussions were held about people who sign up and don’t show up and vice versa. Some clubs fine players for not showing up and that has reduced the no show problem.
State Treasurer “If you haven’t sent in your state dues by now, please do so right away”.
50/50 Drawing
Rolling Road held a 50/50 drawing to cover the cost of the coffee and donuts.

CLOSING COMMENTS
Next Division meeting scheduled for October 20, 2010. Hunt Valley Country Club.
Tom Taylor read an email from past Director, Tom Tarpley asking everyone to enjoy their time in MISGA and sent his regrets for missing the meeting. Tom is recovering from surgery and was not able to make the meeting.

Round Robin Competition
Participants: 6 players from each club. Each must be a member of MISGA
Handicaps: The USGA recommends in match play that 90% of handicaps be used. All pairings
should be as close as possible. Thus the A's, B's, C’s and D’s will each play
together.
Scores: All participants must post their scores.
Format: two-man best ball match play
Scoring: 3 points awarded for each match.
1 point for front nine
1 point for back nine
1 point for over all
Forfeits: If a club fails to field the required players, the remaining player of the team, may play
His match against his two opponents or he may forfeit the entire match, thereby award-
ing the other club 3 points.
Prizes: It is recommended that participant put in $5 for 4 closest to the pins each worth $15
Scheduling: Each club will visit all clubs in the competition once. Play will be scheduled using
successive tee times or they may be shot gunned. Each club is responsible for setting their schedules with each of the other participating clubs. All competitions must be completed by Sept. 15th.
Refreshments: A lunch of cold cuts, salads and sodas is recommended. Other types of sand-
wiches could be substituted. Full scale MISGA lunches are to be discouraged.
Reporting: Each club is responsible to report the results of each match to the Round Robin
coordinator within two days of completion of play. They should each copy each other.
Questions & Answers
I'm confused as what the "Forfeits" statement is trying to say. "may play his match against his two opponents??? or forfeit the entire match. Is the one man playing two others? As this is match play, best ball of the two man team, the one man may play against his two opponents or he may forfeit the entire match. I have seen one man beat two men many times.
Who will be keeping the tabs on the points won? The captains of the home team and the the visiting team are to report the results of each match to the Round Robin Coordinator who will maintain a record of every team and their standings.
Is a club required to participate with all clubs that decide to field a team in Div II? To be in this competition, it will be necessary to play all of the other participating teams. At present there are 5 teams interested which means that your club would host four clubs and you would visit four clubs.
What is the end result? The team with the most points, wins an at-a-boy??? The club which has the most points at the conclusion of the competition will be awarded a traveling trophy.
On the surface our club seemed interested with much detail. When will the final decision need to be made? The final decision to play will be made by all clubs showing interest at the conclusion of our Div. meeting in March.
What if a club does not have 6 (assume the required) players committed? Are they out of the competition. Does it have to be the same 6 people for all matches? If a club does not have 6 interested players, they may field less, but remember this is a two man team, so someone or maybe two or even three players would be playing against two opponents. It is not necessary that the same people play in all matches. Substitutions may be made up to two days in advance of the scheduled matches.
Now that our schedule is pretty will set. This would mean fitting more matches into the schedule. If 6 clubs field a team, that would mean 12 more matches to schedule. True? No, it would mean that 10 more matches would have to be played, 5 at home and 5 away. Remember that these matches may be scheduled at any time, on any date suitable to both clubs. Each match will only take up 3 tee times.
What is the scoring for ties? A tie for any of the points will mean that each player will score 1/2 point.
Are you playing a home and home where say 6 players will stay at home and 6 players will travel away or are you only doing 6 players one day at home and 6 players away another day. If you are doing the latter, remember that will double the number of events you will have to schedule. That is very true, but some clubs are unable to field 12 players on one day. This will allow the same players to play at home and away if necessary. Also some clubs have trouble scheduling matches due to golf committees, etc. and it may be very difficult to have both matches on the same date.
What are the most likely scores if you lose the front 9 and the 1st five holes of the back nine.....and you lost the match and walk off the course after the 14th hole? You have to be crazy to continue to play to take that kind of punishment. It all depends on how bad you lose the front 9. If you lose by one hole, the overall match is still in play until the back 9 is lost. In the example given, the overall match would be lost on the 14th hole and at that point, the match would be over. However, if the players wanted to complete the round, they could do so. However, if the front is lost by one hole and the back is won by one hole the over all is halved and each player would win 1 ½ points.
